An enemy doesn't necessarily have to be a person. It can also be something else: immigration, the elite, Europe. Every party has such an enemy. Wilders and Baudet against the elite. Rutte against the screamers. GroenLinks, PvdA, SP and a whole bunch of other parties against Rutte. D66 against Baudet and vice versa. You have to have something to rebel against.
